Quarterback Deshan Watson was suspended for six games Monday for violating the NFL’s personal conduct policy and closing the league’s 15-month investigation into sexual misconduct claims made against him by more than two dozen women. However, the fine was not imposed.

Watson denied those claims and settled 23 of 24 civil lawsuits accusing her of coercive and lewd sexual behavior during massage appointments, two of which alleged sexual assault. Grand juries in two Texas counties refused to criminally charge him.

The decision was issued by Sue L. Robinson, a retired federal judge jointly appointed by the N.F.L. and player associations to oversee the discipline of an NFL player. The league and the players’ union have three business days to submit a written appeal, which will be handled by Commissioner Roger Goodell or a person of his choice. If an appeal is presented, it is possible that Goodell or his nominee could extend Watson’s suspension.
